Dear Galsworthy,

You will recall that, after consultation

with the Colonial Office and the other Departments

concerned, we gave an assurance to the Counsellor of the

United States Embassy that we should do nothing to

impede the transmission to China of arms and materials

for the Chinese Government exported from the United

States of America. A copy of the letter, dated the 23rd

September, containing this assurance was sent to the

Colonial Office.

I now send you a copy of a further letter from

the Counsellor of the United States Embassy asking that

similar assurances should be given in respect of

shipments of arms to the Shanghai Municipal Police, to

Thailand and to the Government of Liberia.

I have consulted the Admiralty, who inform

me that, provided that the documents of the ships in
